A Temporary License provides a grace period for Pet Owners who are unable to provide required documentation at the time of purchase or renewal. This may include a valid rabies vaccination certificate or proof of sterilization if required by the Organization.
The Temporary License allows the Pet to remain licensed and compliant while the Owner gathers and submits the necessary documentation.
Temporary Licenses are only applicable in communities where they have been approved by the licensing Organization. They are often used in situations where rabies vaccination proof is required, but the Pet Owner cannot provide proof at the time of license purchase.
How It Works
When a Pet Owner purchases or renews a license without the necessary documentation, a Temporary License is issued in place of a Regular license. The Temporary License remains valid for a limited period of time, typically between 30 and 90 days. Temporary Licenses appear with a purple banner on the Pet's profile.
During this time, the Pet Owner must upload the required documentation, such as a rabies vaccination certificate or proof of sterilization, to their DocuPet account. The submitted documents must then be reviewed and approved by the Partner (or through auto-approval) before the Temporary License expiration date.
Both administrators and Pet Owners will see prompts during the order process advising that the license being issued is temporary.
These prompts include:
A clear notice that required proofs (such as rabies vaccination or sterilization) are missing and must be uploaded within the temporary license period.
A reminder that the license will expire if documentation is not provided by the deadline.
A confirmation message showing the exact expiration date of the Temporary License (for example, “Temporary license expires on October 21, 2025”).
An agreement checkbox that the pet owner (or administrator processing the order) must confirm before proceeding, acknowledging that they understand the license is temporary and will expire unless the required documents are provided.
If the documents are uploaded and approved within the grace period:
1. 365 Program: the license will automatically extend to the full license term purchased.
2. License By Rabies Program(LBR): the license will only extend until the expiration date of the rabies certificate.
If the documents are uploaded and approved after the grace period:
If documentation is not uploaded and approved by the temporary license expiration date, the Temporary License will expire. Once expired, the Pet will be considered unlicensed and the Pet Owner will need to purchase a new license. However, an administrator may choose to resolve an expired temporary license for a Pet Owner at their own discretion.
Example:
A Pet Owner purchases a 2-year pet license on May 15, 2025 but does not have the necessary rabies proof documentation. The organization offers Temporary Licenses for 30 days. A temporary license is issued for the Pet.
The pet owner must upload the appropriate rabies certificate by June 14, 2025.
Once the document is approved, the system automatically updates the license to reflect the full 2-year license term that was purchased, as long as the new rabies vaccine expiration date falls beyond the 2-year license term.
Communication Flow
Pet Owners may receive reminder communications about their Temporary License.
The type of communication depends on the contact information on file:
Email: If the Pet Owner has an email address on file, reminder emails will be sent.
Flight Plan WITH an email on file:
Letter: If there is no email address on file, a reminder letter will be mailed instead.
Flight Plan WITHOUT an email on file:
These reminders are sent for two main reasons:
1. Missing documents at purchase: If the Pet Owner did not provide required proof (such as rabies or sterilization documents), they will be reminded that their Pet's license is temporary and they must upload the documents within the allowed timeframe for the license to remain valid.
2. Rabies certificate expiring soon: In some communities, a license cannot extend beyond the rabies vaccination date. If the rabies certificate on file is about to expire, the Pet Owner will be reminded to upload an updated certificate so their Pet's license can be extended to the full term.
These communications ensure Pet Owners know if and when their Pet's license is still temporary and what steps they must take for it to remain valid.
Important Considerations
A Temporary License will expire after the grace period unless valid documentation is uploaded and approved before the expiration date
If the rabies certificate provided does not cover the full license term, the license will remain temporary, with the expiration date extended, until updated documentation is submitted
Once expired, a Temporary License does not automatically renew. The Pet Owner must provide valid documentation or purchase a new license to return to compliance
Administrators cannot override or replace a Temporary License with a regular license if the Pet Owner has not provided the required documentation
Administrators may choose to extend a temporary license expiration date beyond the allowed 30day-from-purchase date, if they so choose.
Tips for Administrators
Explain clearly: Make sure pet owners understand that a Temporary License is short-term and will only become a full license once documentation is submitted and approved
Provide deadlines: Communicate the exact expiration date of the Temporary License so pet owners are aware of their timeframe. Email reminder communications will also be sent to the Pet Owner directly from DocuPet
Check rabies coverage: Confirm that the rabies certificate provided covers the full license term. If it does not, the license will remain temporary until a longer-term certificate is uploaded
Support offline owners: For pet owners who do not have an online account, provide their Online Access Code and guide them through activating their profile so that documents can be uploaded
